asked the Lord Privy Seal what consultations have taken place between Her Majesty's Government and the United States Government with regard to the United States Government's new proposal that a tests ban treaty should include some form of safeguard against secret preparations for testing.

There was, of course, full consultation between our delegations, as a result of which proposals for periodic declarations by Heads of Governments and periodic inspection of known testing sites were put to the Russians on the 15th of March. More recently they were put forward in the Disarmament Committee as part of a number of possible modifications to the Western Draft Treaty of April, 1961. But the Russians have rejected the Western draft.
