Whether, in view of the confusion of responsibility that has been revealed by conditions prevailing in the junk yards bordering on the Cromwell Road Extension, they will consider making grants for the acquisition and redevelopment of surplus land adjoining important road improvements.
§ LORD CHESHAMThe unsightly conditions to which the noble Lord refers are not due to any confusion of responsibilities. The London County Council is concerned both as improvement authority and planning authority. The Government will assist by the payment of such grants as it is legally entitled to make. In particular, where the construction or improvement of a road leaves small remnants of land which cannot reasonably be developed and which are thrown into the highway, my right honourable friend the Minister of Transport will be prepared to pay grant on the cost of laying them out to the normal standards of a verge.
