64. Mr. Pavitt

asked the Minister of Health what factors are taken into account by a regional appeals committee when deciding the grading of a post and to what extent such a decision is made on the basis of duties to be performed, and on the ability of each incumbent to perform those duties, respectively.

Mr. Powell

Grading is based on the duties actually performed and is normally decided by reference to definitions laid down by the Whitley Councils. Ability is not an issue for the Committee.
