asked the Civil Lord of the Admiralty, in view of the laxity in the hoisting and lowering the flag signals on the Victoria Pier in Portsmouth Harbour entrance, denoting the movement of vessels leaving the Camber, and the fact that the leaving of these flags hoisted all day nullifies their value and gives rise to unnecessary apprehension or to disregard, if he will consult with the local authorities with a view to instituting a comprehensive system of simple signals for Portsmouth Harbour as a whole, to be shown at Fort Blockhouse, on lines similar to those in use at Southampton.

We have been in touch for some time with the Portsmouth Corporation, who are primarily concerned with the display of these signals. We shall continue these consultations, although I cannot give and undertaking at this stage about the adoption of a particular system.
