asked the Secretary of State for the Colonies why white, as well as black, Portuguese citizens are not to be enfranchised in Nyasaland.

Because whereas the former can normally be identified as Portuguese citizens the latter cannot and it is therefore administratively impracticable to exclude them.

asked the Secretary of State for the Colonies what aliens, other than Portuguese, are to be enfranchised in Nyasaland.

Africans of Portuguese East African origin are not being enfranchised as such. Any African, who though not a British subject or a British protected person by virtue of his connection with Nyasaland, has paid, or is exempt from paying, tax as a "Nyasaland African" under the provisions of the African Tax Ordinance or any rules made under it, or who is the wife or daughter of any such African may qualify for the franchise providing he fulfils the other requirements of the law.
