§ Mr. BevinsFollowing investigations into the possibilities of marking stamps by perforations and invisible inks, I am pleased to inform the House that, in collaboration with my right hon. Friend, the Minister of Pensions and National Insurance, I have now devised a practical scheme which will enable us to mark National Insurance Stamps in142W such a way as to help us identify them if they are stolen, even if they have been stuck on National Insurance Cards. This scheme is about to come into operation.
