Mr. Stonehouse

asked the Secretary of State for the Colonies what disqualifications debar Mr. Kenneth Kaunda from standing as a candidate in the Northern Rhodesian elections; and if he will introduce regulations to remove such disqualifications.

Mr Kaunda is at present debarred under Section 35 (1) (c) of the Legislative Council Ordinance, which disqualifies for five years persons who have served terms of imprisonment in excess of six months. The question of the qualifications and disqualifications appropriate under the new constitution is a matter which will require further consideration in consultation with the Governor.

asked the Secretary of State for the Colonies what assurances he gave to Mr. Kenneth Kaunda about the Northern Rhodesia Constitution before Mr. Kaunda returned to Northern Rhodesia from London on 23rd June.
