61. Mr. Bossom

asked the Minister of Transport if, in view of the rising number of accidents involving serious head injuries, he will introduce legislation to make it compulsory for motor cyclists and their pillion passengers to wear approved standard protective headgear.

Mr. Marples:

I do not think it necessary at this stage to introduce legislation on this matter. The steadily increasing number of motor cyclists wearing protective headgear leads me to think that this is a matter better dealt with by propaganda and education than by legislation.
