asked the Postmaster-General, in view of the fact that the charges for electoral registration postages have hitherto been free, that charges are now to be made for the use of the official paid frank on all forms sent through the post in connection with electoral registration, and that this will add the sum of £3,800 to the estimated expenditure for the current and subsequent years for the city of Bristol, why these new charges are to be introduced; and if he will make a statement.

Since the severance of its finances from the Exchequer under the Post Office Act, 1961, the Post Office has required payment for all the services it renders to Government Departments and other public authorities. This is in accordance with the policy outlined in the White Paper on "The Status of the Post Office" (Cmnd. 989).
