asked the Secretary of State for the Home Department in what circumstances prisoners attending public hospitals for treatment are required to wear handcuffs; and what measures are taken to ensure privacy.

Mr. Vosper

The prison governor decides, in consultation with the medical officer, whether a prisoner who is to attend a public hospital as an outpatient should be handcuffed; but in view of the large numbers of such prisoners who have escaped my right hon. Friend has had to give instructions for stricter precautions to be taken. Prisoners under escort are exposed to public view as little as possible.
