§ 10. Mr. Danceasked the Secretary of State for the Home Department if he will make it a conditon of registration made by him for the carrying out of experiments on animals that establishments so registered should give facilities to the Royal Society for the Prevention of Cruelty to Animals for visits by its representatives.
§ Mr. VosperNo. Parliament has placed on the Home Secretary, through inspectors whom he appoints under the Cruelty to Animals Act, 1876, the responsibility for ensuring that the experiments he authorises comply with the requirements of the law, and my right hon. Friend does not think it would be reasonable to require laboratories to submit to inspection by unofficial persons as well as by his inspectors.
