§ Sir E. BoyleAfter examining these proposals thoroughly we have found no evidence that they would produce the economies which have been claimed for them by the Civil Service Clerical Association. We have nevertheless offered to arrange further discussions between the Association and certain Departments in order to give the Association an opportunity to develop their case further.
