ButlerI accept the conclusion of my Advisory Council on the Treatment of Offenders in its report, which was presented to Parliament on 14th November, that the re-introduction of corporal punishment as a judicial penalty would not be justified. I will be dealing with this matter when introducing the Criminal Justice Bill on its Second Reading today.
