asked the Secretary of State for the Home Department if, in view of the repeated and recently expressed opinions of High Court fudges that robbery with violence is a crime for which flogging would not be out of place, he will introduce legislation to make this possible; and whether he will make a statement.

I accept the conclusion of my Advisory Council on the Treatment of Offenders in its report, which was presented to Parliament on 14th November, that the re-introduction of corporal punishment as a judicial penalty would not be justified. I will be dealing with this matter when introducing the Criminal Justice Bill on its Second Reading today.
