§ 61. Sir H. Studholmeasked the Minister of Transport whether he will consider giving degree status to Merchant Navy Officers' Certificates, and making the title, "Captain, Merchant Navy", a legal instead of an honorary one.
§ Mr. MarplesMerchant Navy Officers' Certificates of Competency are professional, rather than academic, qualifications. I do not consider it either appropriate or practicable to seek to give them degree status. Nor do I see any grounds for altering the statutory title of "Master", which is honoured and respected everywhere.
