asked the Minister of Health if his acceptance of the recommendations of the Royal Commission on Doctors' and Dentists' Remuneration includes the omission of a sum of £2 million for private earnings, which has not changed since 1948, from the central pool for general practitioners; if he reserves the right to include an item for private earnings in the central pool if there has been a substantial increase; what figure he will accept as representing a substantial increase; and if he is satisfied that the proposed agreement of the British Medical Association to accept the same disciplinary measures as the National Health Service should free drugs be allowed for private patients would enable him to accurately compute the global amount of private earnings at present unsubstantiated.

In answer to the first part of the Question, full acceptance of the Royal Commission's recommendations necessarily includes acceptance of the changes it proposes in the method of calculating the central pool. The answer to the second part is "Yes". I do not think it possible at this stage to deal specifically with the points raised in the third and fourth parts of the Question.
