asked the Minister of Housing and Local Government and Minister for Welsh Affairs whether the objects of the terms of consent for sale of council houses given in Circular 5/60 are designed to prevent their sale below market price; and whether a calculation based on gross value is acceptable when it coincides with market price.

The purpose of the minimum sale price for pre-war houses laid down in Circular No. 5/60 is to prevent sales at unreasonably low prices.

I am quite prepared to consider giving a special consent in cases where the ordinary formula would yield too high a figure. In general a price equivalent to 35 to 40 times the gross value is likely to be acceptable.
