Hamiltonasked the Secretary of State for Scotland if he is aware that local authorities are having to pay thousands of pounds in the form of housing improvement grants to individuals without regard to means; and, in view of the increasing rate burdens now being borne by local authorities, whether he will empower them to award such grants on the same basis as that used by the National Assistance Board.
