asked the Minister of Housing and Local Government and Minister for Welsh Affairs what action he is considering concerning the position of certain people, serving on local authorities, who are debarred from voting because of the present working of Section 76 of the Local Government Act, 1933.

This Section is based on the principle that members of local authorities ought not to speak or vote on matters in which they have a pecuniary interest. I think that this rule is sound and is generally accepted, but I am discussing problems that arise in the practical operation of the Section with the local authority associations.
