§ 52 and 54. Mr. Malcolm MacPhersonasked the Secretary of State for the Colonies (1) how many prison cages have been constructed in Nyasaland since the declaration of a state of emergency, or are now being constructed; and what total number of persons they are designed to hold;
(2) how many buildings in Nyasaland have been, or are being, turned from their normal use to use as prisons or detention camps; and what, in each case, were their normal uses.
§ Mr. J. AmeryProvincial holding centres, not "cages", have been constructed by conversion of a Public Works Department enclosure at Mzuzu, Engineering Workshop at Lilongwe, and the Artisan Training Centre at Limbe. The School of Agriculture at Lilongwe and the old District Headquarters at Domasi are also being converted to prison camps for convicts.
The School of Local Government at Mpemba is being converted to a Detention Camp.
At small outstations buildings have been enclosed with wire as collecting points pending transfer of detainees to Holding Centres. These prison camps or places of detention are not designed for any particular numbers, but make the best use of existing capacity and facilities.
