asked the Secretary of State for Scotland if he will institute a public inquiry into the proposed road developments in Ayrshire involving A.77 and A.78.

No. If there are objections to the order which my right hon. Friend is about to publish providing for the closure of A.77 at Prestwick Airport, there will be an inquiry under the special parliamentary procedure to which such an order is subject. In Scotland such an inquiry would be held by Parliamentary Commissioners.
