§ Mr. Malcolm MacMillanasked the Secretary of State for Scotland what assistance he is providing for the provision of institutional accommodation and treatment in Scotland for spastic children and for children afflicted with encephalitis and other disabilities requiring constant trained supervision.
§ Mr. MaclayFor children who do not require hospital care, which is of course my direct concern, primary responsibility lies with local health and education authorities. Expenditure incurred in this connection by these authorities ranks as relevant expenditure for the purpose of General Grant. A valuable part is played by voluntary organisations to which local authorities may contribute and which received support from exchequer funds in the case of certain residential establishments recognised as special schools.
