§ Mr. MarplesThe restrictions which apply to the holder of a provisional licence are appropriate to a learner driver. I do not consider that absence of recent driving practice would justify imposing such restrictions on drivers who have had the experience required to qualify for the grant of a full driving licence and are otherwise entitled to renew it.
