asked the Minister of Transport whether he is aware that people who have not driven motor vehicles for several years, but renew their driving licences annually, are permitted to drive a car without any refresher course or test; and what he intends to do to prevent this practice.

Mr. Marples

The restrictions which apply to the holder of a provisional licence are appropriate to a learner driver. I do not consider that absence of recent driving practice would justify imposing such restrictions on drivers who have had the experience required to qualify for the grant of a full driving licence and are otherwise entitled to renew it.
