68. Dr. Dickson Mabon

asked the Secretary of State for Scotland if his consultations with the professional and other organisations concerning the Russell Report on Scottish Lunacy, Command Paper No. 6834, are concluded; and what action he now intends to take.

At my request, the Scottish Health Services Council is considering the application to Scotland of the recommendations of the Royal Commission on Mental Health in England and Wales in the light of the Scottish White Paper issued in 1955. I have received the Council's first Report and I am sending a copy to the hon. Member. I have also other memoranda from interested bodies under consideration. I expect to receive a second and final Report from the Council early next year.
