§ 1. Mr. Brockwayasked the Secretary of State for Foreign Affairs if he will instruct Her Majesty's delegate on the appropriate committee of the United Nations to propose that the legal recognition of conscientious objection to military service as provided in the United Kingdom should be included in the convention for applying the Declaration of Human Rights.
§ Mr. ProfumoThe Universal Declaration of Human Rights contains no provision about conscientious objection. The Human Rights Commission has already rejected a proposal to include in the draft Covenants on Human Rights a provision requiring recognition of conscientious objection to military service on religious grounds. I can only say that my right hon. and learned Friend will bear the hon. Member's suggestion in mind but I doubt whether there is any consensus in the United Nations in favour of such a proposal.
