asked the Secretary of State for the Home Department what steps are being taken in the Metropolitan Police District to prevent vehicles with diesel engines from causing difficulty and danger to other road users by emitting black smoke.

Police responsibility in this matter is limited to enforcement of the Regulation which makes it an offence in certain circumstances to use a motor vehicle which emits smoke. My right hon. Friend is informed by the Commissioner of Police that appropriate action is taken when offences come to the notice of the police.
