asked the Minister of Transport and Civil Aviation in view of the fact that a person who took out a road driving licence before the introduction of road driving tests is permitted to drive any vehicle on the road, even though he may never have been in a vehicle driving seat at any time, if he will introduce legislation to ensure that such persons shall produce satisfactory evidence of their ability to drive before having their driving licences renewed.

The Road Traffic Act, 1956, provides that applicants for a full driving licence who have not held one for the preceding 10 years must undergo a driving test. To require all drivers who held licences before the introduction of the driving test to undergo a test before having their licences renewed would not, in my opinion, be justified by its results, and would impose an impossible burden on the driving test system.
