18. Mr. Lewis

asked the Minister of Housing and Local Government if he is aware that local authorities which suffered a severe loss of their houses as a result of bombing during the last war have had, ever since 1945, difficulty in replacing these houses, due to shortage of building materials, high building costs, high interest rates and loss of rateable income, and that his latest measures will further aggravate these problems; and what action he proposes to take to assist local authorities confronted with these difficulties.

Any local authority which needs to build more houses and cannot do so without imposing an unreasonably heavy rate burden or charging unreasonably high rents can apply for additional subsidy under Section 5 of the Housing Subsides Act, 1956.
