asked the Secretary of State for the Colonies in what circumstances persons going abroad from Kenya are required to leave a deposit; what is the reason for this requirement; and whether it applies to all races.

Mr. Profumo

This is done where the Kenya Government considers that there is a risk of an applicant for a passport becoming destitute abroad, and having to be repatriated at Government expense. The sole purpose is to safeguard public funds; the system applies to all races.
