asked the Undersecretary of State for Commonwealth Relations whether he will make a statement about his noble Friend's tour of the Federation of the Rhodesias and Nyasaland.

Mr. Alport

Yes. My noble Friend spent some three weeks in the Federation, during which he visited all three Territories and had valuable discussions on a variety of subjects with the Federal Government, the Government of Southern Rhodesia and with the Governors of Northern Rhodesia and Nyasaland, as well as with bodies and individuals of all races representing all shades of opinion. He has returned deeply impressed by the progress which the Federation is making.

asked the Undersecretary of State for Commonwealth Relations if he is aware that the Constitution Amendment Bill of the Federation of Rhodesia and Nyasaland violates the basic principle that the African members of the Federal Constitution should be representative of and elected by Africans; and whether he will reconsider his former decision and advise Her Majesty to withhold assent to the Bill.

No. I do not agree that any such basic principle is laid down in the Constitution of the Federation of Rhodesia and Nyasaland. The Answer to the second part of the hon. Member's Question is therefore in the negative.
