§ 77. Mr. Brockwayasked the Under secretary of State for Commonwealth Relations what constitutional changes are proposed in Basutoland.
§ Mr. AlportMy noble Friend told the Basutoland Council in May, 1956, that he was prepared to consider proposals whereby the Basutoland Council should be given power to make laws in regard to internal matters affecting the Basuto alone. He asked the Council to submit recommendations about the scope of these powers and about administrative arrangements that would be necessary to enable the Council to undertake the proposed new responsibilities.
The Basutoland Council set up two committees to consider the Secretary of State's request. They will report to the Basutoland Council, which will then make recommendations through the High Commissioner to my noble Friend.
