asked the Chancellor of the Exchequer if he will make available cheap tobacco concessions to elderly people who are of retirement age but not in receipt of a retirement pension.

It would not be practicable to extend the tobacco token scheme in this way. But it is recognised that the scheme is open to criticism as unfair between pensioner and pensioner and, as the Minister of Pensions and National Insurance announced on Wednesday, 6th November, the Government therefore propose to end it when the proposed increases in pension come into force. Legislation for this purpose is now before the House.
