asked the Parliamentary Secretary to the Ministry of Education whether he is aware that the figures of enrolment for evening classes in Sheffield of students aged 21 years and over fell by 828 at the beginning of the current session and by a further 1,059 in January; and whether, in the light of these figures, he will now withdraw or modify Circular 307 so as to enable local authorities to adjust the fees as necessary to maintain enrolments.

There has been a fall in these enrolments, though not to the extent which the hon. Member suggests. My noble Friend considers that the new fee of 10s. a term which, as the hon. Member will be aware, affects mainly non-vocational classes is not unreasonable. The Circular already contains provision for the abatement of fees in cases of hardship.
