140. Mr. Cooper-Key

asked the Paymaster-General whether he is aware that during these months of the year special hardship is occasioned by the lowest income groups and especially amongst aged people due to the high price of coal, electricity and gas; and whether he will introduce at the earliest opportunity legislation giving him power to make a free allocation or reduced charges of these services for special categories of pensioners and others in need.
