Mr. Hector Hughesasked the Secretary of State for Scotland if he is aware that the White Paper on Local Government Finance in Scotland, Command Paper No. 208, has caused disquiet in Scotland; and if he will undertake not to introduce legislation to enact the proposals contained in it before the matter has been debated in this House.

The White Paper was debated in the House on 29th and 30th July and the Second Reading of the Bill to give effect to its proposals is, of course, to be debated today.
