89. Mr. Osborne

asked the Secretary of State for Foreign Affairs if he has considered the official proposals recently made by the Canadian Minister for External Affairs in the Canadian Parliament, a copy of which proposals has been sent to him by the hon. Member for Louth; and if he will consult with the United States Government with a view to seeing how soon a fresh approach towards negotiation with Moscow, including top-level talks aimed at preserving peace, can be made.

My right hon. and learned Friend has seen the speech to which the hon. Member refers. The Canadian Minister for External Affairs did not make any specific proposals about the possibility of holding top-level talks. On this subject, I have nothing to add to the statement which my right hon. and learned Friend made in the House on 8th November.

I shall arrange to place a copy of this speech in the Library of the House as soon as an authoritative text is available.
