Credits Guarantee Department is asked to give a guarantee to a bank willing to finance the credit being given to the buyer. Periodical certificates would be regarded as evidence for this purpose, provided the terms of the contract make it clear that the issue of such certificates commits the buyer to accept the quality of the work done.
