asked the Minister of Transport and Civil Aviation what steps he has taken this year to persuade firms to stagger hours of work so as to ease pressure during the rush hours.

Earlier this year the Transport Users' Consultative Committee for London made progress with pilot schemes for selected zones and also in association with my Department helped to promote staggering of hours in Government offices. For more recent action I would refer the hon. Member to the answers I gave to the hon. Member for Enfield, East (Mr. Ernest Davies) on 25th July and 28th November. I have now appealed to the public for a further special effort and the newly appointed Committee are as a matter of urgency inviting some 2,000 larger employing organisations to co-operate. Outside London the chairmen of the Regional Boards for Industry are being invited to initiate suitable measures.
