99. Mr. Snow

asked the Secretary of State for Foreign Affairs what supplies of oil are available from the Soviet Black Sea ports; and whether he will approach the Soviet Government in this matter.

Mr. Dodds-Parker

I understand that British oil companies have received and accepted small-scale commercial offers of oil from the Union of Soviet Socialist Republics. The Answer to the second part of the Question is "No".

Mr. Lewis

asked the Secretary of State for Foreign Affairs if he is aware that the Soviet and Rumanian Governments have offered to supply Western Germany with oil and petrol, thus obviating the necessity of that country having to initiate petrol rationing; and whether he will inquire from these Governments to what extent they could supply our oil and petrol needs.

I am informed that offers of Soviet oil have recently been made to oil companies in Western Germany, and that a number of these offers have been accepted. I am not aware of any such offers of Rumanian oil. The Answer to the second part of the Question is "No".
