asked the Secretary of State for the Colonies whether he will make a statement about the progress of the constitutional changes in Zanzibar.

The Decree providing for the constitutional changes announced by the British Resident in October, 1955, has now passed the Legislative Council. But, as agreed with the Arab leaders, it will not be brought into operation until the franchise proposals contained in Mr. Coutts' report have been debated in the present Legislative Council. As my right hon. Friend said in the House on 21st March, he would prefer not to make a statement at the present time on these proposals since they are still under consideration by His Highness the Sultan's Government.
