asked the Secretary of State for the Colonies what action he proposes to take to ensure that minimum standards of safety and cleanliness are observed in factories in Uganda.

The legislation itself, governing safety and cleanliness in factories, is adequate but the enforcement of prescribed standards has been handicapped by staffing difficulties in the Factories Inspectorate. The Inspectorate has now been strengthened, and I hope that the situation will soon greatly improve.
