asked the Secretary of State for the Colonies how far contracts issued for works financed from funds to be provided under the Colonial Development and Welfare Bill will be open to tender to firms limited to the sterling area.

Contracts are so far as possible awarded on the basis of competitive tendering, and are not specifically limited to firms in the sterling area. In practice this system results in all but a very few C.D. & W. contracts going to sterling area firms.
