87. Mr. Swingler

asked the First Lord of the Admiralty how many of the recommendations of the Pilcher Committee on the Naval Discipline Act have not yet been implemented; and with what subjects these recommendations deal.

Commander Noble

All the recommendations of the Pilcher Committee have been implemented except the 12 which require legislation and the nine which were rejected. For the details of these recommendations I would refer the hon. Member to the answer which my right hon. Friend gave him on 17th March, 1954, and to Command Paper No. 8141 issued in January, 1951.

asked the First Lord of the Admiralty when he will introduce legislation to implement the 12 recommendations of the Pilcher Committee on the Naval Discipline Act, which he has accepted and which involve amendments to the Act.

It is not possible at present to introduce legislation for this purpose.
