§ Commander NobleThe original forecast dates, given long before development has been completed, are very rough estimates which though necessary as targets are liable to be affected by many factors which cannot be assessed at the time. They are apt to be misleading if taken as criteria for judging achievement. In the event none of the forecasts for aircraft introduced since the war has proved correct.
