asked the Secretary of State for Scotland the nature of the letter he sent to the Association of County Councils in Scotland as to its attitude towards the Local Government (Street Works) (Scotland) Bill; and what was the reply.

On 17th November the Scottish Home Department asked the County Councils' Association if I should be justified in assuming that they still did not wish the Bill to apply to county councils, and on 19th November the Association replied that they adhered to their previous view that the Bill should not apply.
