asked the Secretary of State for the Colonies if he is aware that the conditions of the living-in shop assistants in Malaya are unsatisfactory; if he will arrange to hold an inquiry into the wages paid, the food and accommodation provided, and their general conditions, with a view to establishing a trade board for this industry; and why this trade was excluded from the Employment Bill passed on June last.

The Government of the Federation of Malaya recognises that the conditions under which some shop assistants are accommodated in shops are unsatisfactory. They are considering the creation of a Wages Council for the retail industry. The Employment Ordinance was deliberately framed to enable the Government to bring shop assistants within the scope of all or part of it. It is intended to use the Ordinance in this way as soon as it comes into force.
