In territories where children of different races attend different primary schools, it is not possible to arrive at a reliable figure for the cost per child because of the difficulty in obtaining all the necessary details of expenditure by all spending authorities, including voluntary bodies, and in making an accurate allocation of central administrative costs to different types of education.
