Mr. H. Wilson

asked the Prime Minister to make a statement about the allocation of Ministerial responsibility in regard to Parliamentary Questions about strategic controls on the export of ships to Eastern Europe.

The Prime Minister

Questions about the general aspect of East-West trade, such as the review of the international control lists where ships are only one of the matters referred to, should be addressed to the President of the Board of Trade. Questions relating mainly to the principles underlying the shipping and shipbuilding controls, including Questions as to what types of ships may be exported, should be addressed to the First Lord of the Admiralty. Questions about a particular ship or ships, or type of ships, should be addressed to the First Lord of the Admiralty unless the ships are secondhand, when Questions should be addressed to the Minister of Transport and Civil Aviation.
