Mr. Patrick Maitland

asked the President of the Board of Trade whether Her Majesty's Government will implement the recommendations in paragraph 219 of the Report of the Royal Commission on Scottish Affairs that responsibility for allocating factories in the industrial estates and for the approval of capital expenditure should be devolved to the Scottish Controller of the Board of Trade, except in cases of special importance.

In view of the Royal Commission's recommendations, I am giving the Board's Scottish Controller substantially extended powers over the allocation of existing factory space and authority to approve capital expenditure up to £20,000 on any extension to a factory.
