asked the Secretary of State for the Colonies what are the major and minor offences, respectively, for which an African can be flogged in the detention camps of Kenya, set up since the beginning of the present emergency; and how many Africans have been thus punished to date.

I would refer the hon. Member to Regulation 17 and to the second and third Schedules of the Emergency (Detained Persons) Regulations, a copy of which is available in the Library. On the second part of the Question, my right hon. Friend is, as he informed the hon. Member for Bristol, South-East (Mr. Benn) on 15th November, asking the Governor for the information.
