asked the Minister of Transport and Civil Aviation how long the Road Research Laboratory have been considering the question of dazzle from car headlamps; and what recommendations they have made to date.

Interim recommendations were made in June, 1947, on maximum and minimum height for headlamps and rules on their adjustment. Effect was given to the interim recommendations as to height limitations by Regulations made in 1948 and 1950. A further report in September, 1952, recommended an improvement in the standard of headlight aim, limitation on the intensity of meeting beams, and uniformity of beam distribution.
